ASRC Federal Holding Company is the government services subsidiary of Arctic Slope Regional Corporation, an Alaska Native Corporation owned by approximately 13,000 Iñupiat shareholders.

    Mark Gray is president and chief executive officer of ASRC Federal. Gray is a seasoned executive committed to delivering exceptional service and driving business growth. He leads the continued development and maturation of the enterprise, providing strategic direction and integrating operations and financial affairs.

    Prior to joining ASRC Federal, Gray was vice president and general manager for URS Corporation’s Systems Engineering and Information Solutions Group, which had annual sales approaching $650 million and approximately 3,000 employees. He was responsible for growth and operations of DOD and federal civilian programs, and focused on providing integrated technical services and information technology solutions.

    Gray was previously INDUS Corporation’s chief operating officer and had responsibility for oversight of operational business units, corporate and strategic planning, business development, and merger and acquisition activities. He has also worked at Anteon Corporation as senior vice president responsible for operations, business development and strategic planning, and with the Naval Air Systems Command, where he served in a variety of program management and systems and test engineering positions for major weapon system development projects.

    Gray has a bachelor’s in aerospace engineering from the University of Notre Dame, a master’s in aviation systems from the University of Tennessee, and an MBA with distinction from Georgetown University. He is a graduate of the U.S. Naval Test Pilot School with distinction and the Advanced Program Management Course at the Defense Systems Management College, and a member of the Beta Gamma Sigma Business School Honor Society.

    Greg Resutek is ASRC Federal chief operating officer. Resutek has principal responsibility for the oversight of all operating groups and day-to-day operations of the enterprise ensuring the effective use of resources and integration of functional departments.

    Resutek is a certified public accountant with 25 years’ experience in finance and business operations. Prior to joining ASRC Federal, he was vice president of business operations for URS Corporation’s $2.8 billion Federal Systems Division and was responsible for business operations, strategic pricing and financial planning. While at URS, he led the financial due diligence for several of the key acquisition targets. He previously spent 17 years with Motorola’s Federal Government division, most recently as sales manager with responsibility for establishing key partnerships and securing major contract awards with the U.S. Coast Guard, Federal Emergency Management Agency and Transportation Security Administration. He was also operations controller for a $750 million division of Motorola.

    Resutek has a bachelor’s in finance from the University of Maryland and an MBA from the George Washington University.

    Gordon Foster is ASRC Federal chief financial officer. He is responsible for the overall financial performance of the enterprise including financial planning and reporting, corporate accounting and compliance, cash delivery, program control and pricing strategy, and enterprise IT support. Since joining the organization in 2015, Foster has been an integral part of the team identifying acquisitions to drive business growth.

    Foster brings over 18 years of experience in finance, operations, and business strategy. He has a successful track record of integrating finance and operations initiatives and partnering with leadership to drive efficiency, growth and profitability.

    Prior to joining ASRC Federal, he held various positions with Northrop Grumman. He most recently served as chief financial officer/director of business management for Northrop’s civil division, which posted annual sales of more than $1 billion and supported more than 2,500 employees. Prior to that, he served as the chief financial officer/director of business management for the Cyber Solutions division and the Intelligence Systems division, which had $1.8 billion and $1.3 billion in annual revenues, respectively.

    Foster has a Bachelor of Science in business administration from Shippensburg University and an MBA in business administration, finance and international business from Villanova University.

    Lexi Alexander serves as ASRC Federal senior vice president, business development and corporate strategy. Alexander leads enterprise-wide business development to drive growth and profitability for the organization. She provides oversight for pipeline health, growth-related policies, processes and tools, capture excellence, solutioning, proposal management, business development operations and corporate growth strategy.

    Alexander brings over 20 years of experience in business development, strategic planning and operations. Prior to joining ASRC Federal in 2016, Alexander was chief growth officer and senior vice president, business development for L-3 Communications, National Security Solutions. There, she and her team achieved industry-leading recompete and new business win rates. Prior to working at L-3, Alexander was the vice president of business development for SERCO North America where she created a qualified pipeline at four times revenue to achieve SERCO’s growth objectives.

    Alexander holds a bachelor’s in history from Denison University and a master’s in security policy studies from George Washington University.

    Cliff Greenblatt is ASRC Federal general counsel and chief compliance officer. Greenblatt has responsibility for all legal aspects of the ASRC Federal enterprise including Federal Acquisition Regulation (FAR) compliance, government contract claims and litigation, labor-related issues, and due diligence for mergers and acquisitions.

    Greenblatt brings over 25 years legal experience in the government services industry in areas ranging from conducting sales transactions, handling and resolving litigation and disputes, to managing intellectual property and assuring company compliance with federal procurement laws and regulations. He has been responsible for the legal representation of companies specializing in diverse technologies including systems engineering and integration, cyber, data analytics, space and intelligence missions and operations, and public safety.

    Prior to joining ASRC Federal, Greenblatt was vice president, general counsel and secretary for TASC, Inc. He served as an executive leader participating in company strategy planning and as a business partner with all levels of company management. He brings a successful history of handling and negotiating corporate transactions including mergers, acquisitions and financing, conducting due diligence, and preparing SEC filings.

    Greenblatt earned his bachelor’s degree from the University of Michigan and has law degree from Washington College of Law, The American University.

    Steve Ennis is president of ASRC Federal’s Infrastructure Support and Professional Services operating group. Ennis has a long track record of exceptional program execution in a wide variety of operating environments throughout his career with ASRC Federal. His management experience ranges from project-level operations to his current executive-level position, with experience in more than 35 states and 25 foreign countries. He has approximately 25 years of varied construction, environmental and facilities management experience in the federal and private sector.

    Ennis previously served as ASRC Federal Primus vice president of construction and field services, overseeing operations of a business segment with over $130 million annual revenue and 1,000 employees. His work over the last 10 years has included the management of federal government projects ranging in size from $1 million to $150 million.

    Ennis has been with the Arctic Slope Regional Corporation and ASRC Federal family of companies since 1997. He previously worked as senior project manager and consultant at Orion Enterprises of Virginia Inc. and assistant chief operations officer at Horne Engineering Services.

    Ennis holds a bachelor’s degree in business management from the University of North Carolina at Wilmington.

    John Hassoun is ASRC Federal's Information Systems and Technology operating group president. Hassoun provides leadership and programmatic and technical oversight for multiple subsidiary companies within the operating group, which focuses on delivering mission-enabling IT, data analytics and business solutions to federal agencies in the defense, intelligence and civil markets.

    Concurrently, Hassoun is also the president of ASRC Federal Vistronix Intelligence & Technology Solutions, which was acquired by ASRC Federal in September, 2016. He served as the president and CEO of Vistronix since 2012 and is responsible for leading and growing the company across the mission assurance and national security markets.

    Hassoun has over 25 years’ experience in executive management, corporate strategy and business development, business operations, and program management.

    Beginning his career as a program manager with the U.S. Air Force, Hassoun held steadily increasing executive leadership roles with General Dynamics and Veridian Corporation. He also served as co-CEO of ATS Corporation until its successful sale to Salient Federal Solutions. Hassoun’s executive leadership experience also extends to several CEO positions that he held with Global Integrated Security and the Olive Group.

    Hassoun currently serves on the board of directors for GardaWorld, a global leader in comprehensive security and risk management. His contributions to the technology and education community also extend to Inspired Practices in Early Education, a nonprofit organization where he is a member of the Board, and to Wright State University, where he is a member of the College of Sciences and Mathematics advisory board.

    Hassoun holds a Master of Arts degree in human factors and a Bachelor of Science in psychology from Wright State University.

    Charlie Bengston is ASRC Federal's Engineering, Aerospace and Mission Systems operating group president. Joining the ASRC Federal family of companies in 1998, Bengston has contributed to the growth of ASRC Federal since its inception. In his current role, he provides strategic direction and drives the growth for his group. Bengston’ s group includes geographically dispersed contracts that provide a broad range of services to civil, intelligence and defense agencies focused on providing applied research, design, development, systems engineering, system integration, analysis, test, evaluation and satellite operations.

    Bengston has over 25 years’ experience in the aerospace industry with first-hand knowledge of the complete satellite mission end-to-end life cycle – from system concept development and requirements definition to pre-launch planning and launch support through satellite and data operations.

    Bengston has a bachelor’s in aerospace engineering from the University of Maryland.

    Elizabeth Malone is ASRC Federal senior vice president contracts and procurement. Malone is responsible for all contracting functions for contracts, subcontracts, and purchasing, including administration, negotiation and regulation compliance requirements.

    Malone brings over 25 years’ experience in contract administration. Prior to joining ASRC Federal, she was vice president of contracts for two business units at URS with revenues exceeding $1 billion annually. Malone enforced regulatory compliance and successfully lead both contracts and subcontracts process initiatives to significantly improve business cycle times. She has supported government contracts throughout her career, taking on progressively challenging positions. In addition to contract administration, Malone has supported the development of business alliances, acquisitions, divestitures and due diligence activities.

    Malone has a Bachelor of Science in business administration from University of Massachusetts and a master’s certificate in government contract management from Villanova University.

    Cynthia Achorn serves as ASRC Federal senior vice president, corporate initiatives and communications. Achorn leads change management activities that help increase organizational efficiencies and promote integration across the enterprise. She provides oversight for corporate communications including internal and external communications, public relations, marketing communications and community relations.

    Prior to joining ASRC Federal in 2009, Achorn was president of Analytical Services Inc., where she actively guided the company’s long-term strategic vision and growth plans in the aerospace and defense marketplace. ASI was acquired by ASRC Federal in June 2007. Achorn brings over 25 years of experience in business management, strategic planning, strategic communications, and organizational and professional development. Prior to joining ASI, Achorn supported a worldwide program for the U.S. Navy for 17 years and held various senior positions. She was directly responsible for the daily operations of 17 program locations throughout the U.S., Europe and Asia.

    Achorn has served as a board member for Still Serving Veterans and the Chamber of Commerce of Huntsville/Madison County, Ala. She was a charter board member for the Huntsville chapter of Women in Defense.

    Achorn holds a bachelor’s in fine arts from the University of Alabama and a master’s in public administration from Troy State University.

    Cass Panciocco is ASRC Federal senior vice president, corporate development. Panciocco focuses on mergers and acquisitions and the company’s capital deployment strategy. He provides oversight of GWAC/IDIQ contract vehicles and leads the identification and qualification of procurement targets. Panciocco has over 30 years’ experience providing cyber, business intelligence and unified communications solutions and services to federal government agencies.

    Prior to his current role, he served as chief operating officer of DNC before the company was acquired by ASRC Federal in 2015. At DNC he was responsible for management and execution of operations, business development and strategic alliances. Previous positions include CNSI president of federal programs, Wyle Information Systems group president and RS Information Systems COO.

    Panciocco has a bachelor’s degree in resource economics from the University of Massachusetts and a master’s degree in computer systems management from the University of Maryland.

    Michelle Howell is ASRC Federal senior vice president, human resources. Howell is responsible for all aspects of ASRC Federal’s human resources programs, including recruiting, labor and employee relations, talent management and succession planning, and shareholder development programs.

    Howell brings over 20 years’ experience in human resources in areas such as employment relations, succession planning, employee development, and compensation and benefits. Prior to joining ASRC Federal, she held multiple positions with BAE Systems, most recently serving as senior director, human resources, where she supported a business unit with over $1 billion in revenue, 40 locations, 4,500 employees and 15 human resources professionals. Additionally, Howell served as acting vice president for 18 months, providing oversight for the human resources function that supported a $2 billion business unit, 200 locations, 8,500 employees and over 45 human resources professionals.

    Howell has a Bachelor of Arts in education from Wittenberg University.

    Leif Henecke is ASRC Federal chief information officer. As the CIO, he is responsible for aligning ASRC Federal’s vision with enterprise business strategy to produce IT solutions that deliver value to ASRC Federal customers and employees. Henecke is a performance-driven executive with experience in the areas of IT strategy, operations, planning, implementation, optimization and customer service.

    Before joining ASRC Federal, Henecke served as deputy CIO of the American Association of Motor Vehicle Administrators, where he led IT services that consistently exceeded enterprise-wide, operational service level agreements for mission-critical systems. He previously served as director of business systems operations for Northrop Grumman’s IT sector, where he operated and maintained sector business systems supporting a $6 billion technology consulting and services business unit with over 22,000 employees.

    Henecke earned a bachelor’s degree in history from Norwich University and a MBA from Averett University. Henecke served 24 years as a field artillery officer in the U.S. Army and the Army National Guard, retiring at the rank of lieutenant colonel.
