The migration of Aegis towards a fully-COTS environment was a gradual transition over multiple baselines. MSE provided support in hardware evaluation and assessment, operating system and network analysis, COTS software evaluation, migration of proprietary interfaces to network based protocols, and system configuration and validation.

In ACB12, MSE worked with developer of CDADS to integrate every delivery of CDADS with the ADS program, ensuring stability, performance, functionality, and compatibility. VAB performance issues were identified early during testing. MSE pursued a refactoring of button processing to streamline processing. The result is VAB performance that is comparable to Q70 consoles.

MSE provided System Engineering support for interfacing Command and Control software with Enterprise level products; for ACB12 this was the Joint Track Manager. The C2 Aegis platform is configured to interface with Enterprise software through a DDS middleware and a component framework. Platform independent XML (Extensible Markup Language) and IDL (Interface Definition Language) files are used to configure the Enterprise Product to support the desired platform. A common Data Model is used to allow the independent products to share data. Engineering/Process Engineering support is provided for the integration of Enterprise products with the existing Aegis tactical system. The products are downloaded for version control by a Configuration Management team where the configurable XML and IDL files are modified to the needs of the Aegis platform. The C2 software can then be built against the configured framework. The Enterprise product is evaluated in a simulated tactical environment for compatibility with the C2 software. If any incompatibilities arise, the products can stay in this simulated environment without affecting the progress of the existing configuration.

The MSE CM functional area applies CMMI Configuration Management (CM) principles to ensure that development, production, and maintenance of computer programs and associated documentation are performed in accordance with contractual requirements and customer supplied standards. Controlled computer programs and platforms are used for functional and performance testing, and necessary changes and non-conformances are uniquely identified, controlled, and accounted for in accordance with defined standards.

Configuration Identification encompasses the functions that establish and record the complete identification of computer programs, platforms, and associated documentation. Configuration control encompasses the functions that establish an initial configuration and provide for the systematic evaluation, coordination, approval or disapproval, and implementation of changes to that configuration. Configuration status accounting encompasses the functions of recording and reporting the status of all proposed changes to formally controlled computer programs, platforms, and associated documentation. Status information shall be maintained on initiation, approval or disapproval, incorporation, and closure for all proposed changes. Configuration auditing encompasses the functions of auditing the programming organization records of computer program component inventory, change approval status, and change incorporation history. Audit records are retained in a central repository in accordance with contractual records retention requirements.

For BMD and ACB12, MSE performed management functions to affect technical and administrative planning, organization, direction, coordination, control, and approval to fully accomplish all subcontract objectives.

Display Program Support uses numerous support functions to manage the BMD5.0/ACB12 program effort. Earned Value Management is the main management support technique used by Mission Solutions Engineering. This allows MSE to track and measure project performance and progress in an objective manner. Our rules and regulations reside in our Program Management Control System (PMCS). These rules and regulations recognize when Budget Change Requests and other financial management support is needed. MSE develops Integrated Master Schedules which allow management to closely track budgets, effort, and completeness of tasks in one place. The program support techniques used within BMD5.0/ACB12 have led to MSE Display Group producing at a Cost Performance Index of over 1.0 to date.
